US House Moves to Merge Anti-CBDC and Crypto Market Structure Legislation

House Republicans are advancing a legislative maneuver to combine two pivotal cryptocurrency bills—one banning the Federal Reserve from issuing a central bank digital currency (CBDC) and another establishing regulatory clarity for digital asset markets. The merged legislation would retroactively incorporate the Anti-CBDC Surveillance State Act (H.R. 1919) into the Digital Asset Market Clarity Act (H.R. 3633), which passed the House in July.

The procedural vote, reported by Politico, signals GOP leadership's strategic push to consolidate crypto-related reforms. Majority Whip Tom Emmer's anti-CBDC proposal, which narrowly cleared the House during July's landmark "Crypto Week," now faces renewed scrutiny as part of this bundled approach. The combined text WOULD proceed to the Senate with CBDC restrictions appended to market structure provisions.
